Dire que - French subjunctive?

Does dire que take the French subjunctive?

Yes and no! 

Dire que is followed by the French subjunctive only in negative sentences and in questions with inversion.
In affirmative sentences, the verb is conjugated in the indicative.

Example

Dire que – To say that

Affirmative: Tu dis que je suis capable de le faire.
You say I can do it.

Negation: Tu ne dis pas que je sois capable de le faire.
You’re not saying I can do it.

Question with inversion: Dis-tu que je sois capable de le faire ?
Are you saying that I can do it?
