Considérer que - French subjunctive?

Does considérer que take the French subjunctive?

Yes and no! 

Considérer que is followed by the French subjunctive only in negative sentences and in questions with inversion.
In affirmative sentences, the verb is conjugated in the indicative.

Example

Considérer que – To consider that

Affirmative: Il a considéré que Julie était malade.
He considered that Julie was ill.

Negation: Il n’a pas considéré que Julie soit malade.
He didn’t consider Julie to be ill.

Question with inversion: A-t-il considéré que Julie soit malade ?
Did he consider Julie to be ill?
