No! C’est à dire que is followed by the French indicative, not the French subjunctive.

Example

C’est à dire que – Which means

Nous devons atteindre le quota de vente, c’est-à-dire que nous devons vendre au moins dix maisons ce mois-ci.
We need to reach the sales target, which means we must sell at least ten houses this month.
