Does qui que take the French subjunctive?

Yes! Qui que is followed by the French subjunctive. 

Example

Qui que – Whomever

Ce n’est pas correct de s’adresser aux gens comme ça, qui que vous soyez.
It’s not okay to address people like that, whoever you are.
